Government mulls $3-billion Kyoto plan: source

Ottawa, Canada - After being battered mercilessly for lacking a Kyoto implementation plan, the Prime Minister's Office has drawn up a proposal that would fully meet Canada's target under the treaty, says a well-informed source.

The plan, which is still under debate, calls for an additional $3 billion by 2010 for tax breaks, subsidies, and emissions purchases, said the source who spoke on condition of not being identified.
